Reverend Dr. Horace W. Strand, Sr. is the Chairman of the Chester Environmental Partnership. A Chester native, he was a founding member of the Chester Residents Concerned for Quality Living (CRCQL) group, formed to address clustering of environmentally unsafe facilities within the community. Dr. Strand also founded the Chester Environmental Partnership (CEP) as an outgrowth of the Faith Temple Environmental Initiative and CRCQL. The CEP will be instrumental in the implementation of the Community Asthma Prevention Program in Chester.
The Chester Environmental Partnership consists of a coalition of local, state and federal government officials, academia and student representation, for-profit and non-profit organizations and institutions, and community and faith-based leadership. The CEP addresses zoning, land use, permitting, environmental health risk intervention, smart growth and stormwater management among other focus areas. The CEP fosters partnerships to improve the quality of life and safety of the residents of Chester.
