On May 21, Dr. Kevin Osterhoudt, Director of Clinical Toxicology and Medical Director of The Poison Control Center at CHOP, testified before Philadelphia City Council’s Commerce Committee in support of Bill No. 260163, legislation aimed at regulating so-called “hemp-derived” cannabinoid products (such as delta-8 THC) and kratom.
In his testimony, Dr. Osterhoudt described cases of young children being hospitalized — including one who was admitted to the ICU after unknowingly eating a delta-8-laced snack purchased from an Old City store — and cited Poison Control data showing that 30% of intoxicating cannabinoid cases reported to Pennsylvania’s poison centers involved children under age 5.
He noted that these products are currently sold openly at gas stations, smoke shops, and grocery stores with little regulation, inconsistent labeling, and packaging that can resemble candy or children’s snacks.
Dr. Osterhoudt urged the Council to adopt safeguards including banning sales to minors, requiring child-resistant and clearly labeled packaging, prohibiting displays near food items, and ensuring accurate ingredient and dosage information.
The Poison Control Center at CHOP continues to be a leading voice in Philadelphia for child safety, community education and injury prevention advocacy.
